This is a nesting box built a while ago. Mom was mad and guarded the nest for the rest of the day. This was the first time she was seen during the day.

This may be the first fledgling (maybe not, but it’s a new owl of some sort). They need the shelf as a place to decide if they are ready to try flying. Their wings need to grow to about 12” which takes about 2 months in the nest.
